Is it possible to write the permissions of a folder to file - then recreate
those permissions for a different folder using that file?

What you'd like to do is not posible, b'cause permissions can only be
inherited "from" parent folders and "to" child/subfolders and/or files...
in other words, a file can only receive inherited permissions, it cannot
inherit them. What you want to can easily be done if you make notes or
take screen shots from the Security of a file and save those shots in .JPG
or .GIF files, print them and apply those exact permission settings in a
folder's Security.

To have the security tab available:
WXP Pro; Control Panel\Folder Options\View\uncheck; Use simple file sharing
( recommended)
WXP Home Edition: the Security tab can only be available in Safe Mode:
press F8 every second for three or four times in the first Logo screen and
select Safe Mode from the logon options.

Regards.
