We are starting to use a new program that requires us to disable "write
behind cashing." Is this already disabled in Vista or is there a way to
disable it in Vista?

Open Device Manager (its in the Control Panel) and then
right-click on your hard drive (under Disk Drives). Click
on "Policies" and remove the check marks next to
"Optimize for Performance", "Enable write caching on
the disk", and "Enable advanced performance", then click OK.

Rightclick a drive icon, then Properties, Hardware tab, highlight the drive
in question, Properties again, Policies Tab, see 'optimize for quick
removal'

I followed these steps but when I got to the Policies Tab I was unable to
chose the "Optimize for quick removal" option. What now?

This time I went through the Properties of the drive and I still wasn't able
to uncheck "Optimize for performance" nor could I chose the "Optimize for
quick removal" button. Is there a security feature somewhere that I may need
to turn off?

I'm not seeing that here, with full updates. I can only guess it's the
driver for the hard drive doing that. Maybe you can find an update online.
