This may not be a windows feature but I bet someone here has the
answer. I have been tasked by my family to scan in all our old
pictures into a cd or dvd. What I want to be able to do is set it
up so that if a mouse pointer hovers over a picture, a text box
pops up. It is done all the time on web sites. I am not a web
designer. Is there a device (program) that will work?

There is a wide variey of Photo Album type software packages
available on the web each with their own special features and ranging
from free to payed versions. Best to do a web search and find one
that fits your needs as we all have different opinions.
I know you said you were looking for just a simple pop up window
(assuming you want people to view some information of the picture as
they are browsing) but if you are interested in something more
detailed give a program called Virtual Album a try (Demo) the
learning curve is a little steep but once nailed you may find it
pretty cool as you can acutally hover your mouse over each person in
a picture and give details on them (not just the whole picutre) as
well as creating CD's and Web pages you can upload.

What ever you choose best of luck to you......I had the task of
scanning in all the old photos and slides just as you. It's a huge
undertaking......My thoughts were if I am going to do it I might as
well find a program I can use to catalog as much information as
possible about the picuters as I can.
I would suggest against any photo web hosting sites that doesn't
offer any form of backup. I learned the hard way. I had been using a
photo web blog site that allowed all my family members to upload
comments and discuss the photos.......well my father was extremely
valuable in giving details about all the older picutres with their
own stories.
After my father had passed away...the website had an issue and had
lost all the information that was posted. (yes I have tried every
concievable way to recover the information from cached sites)
Good luck to you.......But once completed there is no better way to
preserve and share something so valuable.
