Working on Access while others are in it

We have an Access database that multiple people use. The
woman in charge of this database often works creating
new queries/reports at the same time that users are in
it. This worked fine in Access 97. Now the database has
been upgraded to a 2003 and when the super-user goes in
to try to make a change to a query, she gets a message
that it is read only. Is there a way to get around this?

Maggie, you MUST split this database.

Access 2000 and later use a monolithic save, so you can no longer use the
approach you did in A97. Although many users find this a real pain, it is
kind of a blessing in disguise, as modifying an object that somebody has
open was asking for trouble.
