Working on a local copy of a file on the server?

Management wants us to keep all our spreadsheets on the server.
lately, the server has had some "issues", and our workbook files ahve
been unavailable for hours. Is there a way with Excel 2007 to "ghost"
a file located on a server onto the user's desktop so they can work in
the file if the server is unavailable, and the file with sync up when
the server comes back on-line?

Use "Offline folders" in Windows Explorer. But be aware that this could cause
problems if two people edit the same file while offline.

Well, I can feel it in my bones that it _will_ happen that way. Is
there a better way to manage that? (Maybe I should take this over to
an XP NG?) I know we will not be allowed to install any kind of thrid-
party synchronizing software, so we're stuck with whatever is built
into XP.
