I've "inherited" a workgroup created by an unknown user.
I do not have permissions to create new users nor do I
have the password for the Admin user.

I am thinking about recreating the workgroup, however
there are several databases using this workgroup. Would I
have to recreate all the other databases so that they can
work with the new workgroup?

Any suggestions will be appreciated.

You might need to recreate the other databases and copy all the objects to
them. I would try joining the default SYSTEM.MDW file first to see if you
can access the database files. There is a pretty good chance that some or
all of the database files are not properly secured. I tend to find that
about 50% of the time when I help others in our organization.

Securing an Access database using the built-in User-Level security is tricky
and a lot of people don't bother to read and follow all the instructions.

If the files are properly secured, and you are able to access all the
objects, then creating new files and copying the objects to them would be a
good first step.
