I have set up a workgroup file and added users to it. I
joined my database to the workgroup file and just have
full permissions on my user name. All other users don't
have any permissions to the database but when I open the
database with a user who does not have permissoin to view
or change the data it allows them to still do anything in
the database. Am I missing a step? I don't understand
why they can still access anything when they don't have
permissions to do anything. Anyone know why this might be
happening.

Definitely yes. You don't just join a database to a workgroup file. It's
likely that the database is still owned by Admin and/or the Users Group
still has permissions. It is essential that you follow every step to secure
a database properly.
