Workflow Diagram for Users

I noticed WFF and Oracle BPEL have developer-centric workflows. I would like
to have the end users create a workflow, and process that dynamically in the
application. Has anyone developed this kind of user workflow diagram? Does
Visio integrate into .net apps?

What's "developer-centric" about the Workflow Foundation designer? Visual
Studio isn't required, it's a control, you can add it to your app and have
complete control over what activities the user can drag and drop.
