Work Offline error message

I'm working on a Windows 98 system for a friend. I have fixed all of her
problems however, I still get an error message "Work Offline", asking to
click work offline in order to continue. This happens shortly after start-up
after the system boots up and the start menu and desktop appears. Even when
online, the same message will appear with instructions to click "connect"
before the webpage will appear. I have tried eliminating every program I
think may be the cause, even venturing into msconfig, an area I don't know
too much about but followed some of the troubleshooting ideas on Microsofts
sight. Can anyone guess what program might be searching out the web as soon
as the computer boots up and how can I turn the request off? Please email me
or leave info here. Later tonight when I get back in I'll search out the
various boards to see if the problem has already been addressed.

If you are also saying that IE fires up by itself when booting Win98, or
that something is trying to connect to the internet without you doing
anything

PA Bear, no DSL connection, just regular modem dial-up. If you can think of
anything else please reply, meanwhile, I got one more response from Jon
Kennedy and will try the links he posted. It's really driving me insane. I
usually can solve any problem just by using common sense, but this one is
tough. There were other problems (total stalling, crashing, no keys were
working), but I think the system had some bugs. When I ran Webroot.com's
software, a reputable adaware program a friend recommended, it really cleaned
up a dirty system her teenager had clogged up with a bunch of "diseased"
downloaded programs, but this one message will not dissapear. Any further
suggestions would be appreciated and thanks for getting back to me.

thanks so much for your suggestions. I will try them first thing tomorrow.
It's now after midnight on Friday and I just got back in, but I spent over 8
hours yesterday trying to use common sense to figure out what could be
causing this problem, even uninstalling Explorer and reinstalling it from
Microsofts website. No luck. I used a reputable adaware program
recommendede by a friend (Webroot) to solve the initial problems that were
prevelant with this one (crashing, freezing up, etc.) cause mainly by her
teenager downloading all kind of "diseased" software from the web, but this
message still remains. I will probe the sites you listed in depth, firth
thing tomorrow morning. Thanks again, Joy.
