work group querry and shutting down pc

I have two simple questions.
1. Everytime I go to look at the computers in my workgroup for my local
network, the computer will freeze up or tell me I do not have access to this
information and to see the administrator. I am the administrator and I am
using my computer. Can anyone help?
2. About 50% of the time when I go to shut down my computer, I get a pop up
stating "that someone else is signed onto the computer and do I realy want to
shut down" I am the only person on as far as i am aware, can someone tell me
what might be going on here. Thanks

Check in Control Panel\Management Tools\Event Viewer\Security.
if there's any log file, there's the probability your computer is
infected with hijacker's tools.
If that's the case, install antispyware programs and clean it from
probable parasites.
