Is there any difference using
File | SaveAs and choosing SaveAsType WebPage, or using
File | SaveAsWebPage options?

No.

I may be wrong, but from what I understand the second is just a shortcut
that saves you a few clicks.

Try it:
Open a blank document;
Type: "Hey nonny mouse, where are you going with that cheese in your hands?"
Save it using the first method;
Open another blank document;
Type the exact same thing;
Save it using the second option;
You will notice that the save as dialog box looks strangely like the one you
saw with the first method after you were done setting the type...;
Save it;
Compare the two HTML documents (Size in Kb, open them within the Explorer
browser...).

I tried, and I didn't notice anything different.

Anyway, you should try a "Detect & Repair", no guarantees though!

Yes, it saves it as Web Page that can be viewed in your Web browser.
