I don't think anyone can help you become a copy of the file but if you want
to copy the file to a floppy, just right click on it in Windows Explorer and
choose "send to" and pick the floppy drive.

Here's how!! Open the "My Computer" , then Doubleclick on
the floppy icon. Highlight the file then select edit|copy.
Now click on the backwards arrow to return to the front list
of drives. Then open the drive (usually C where you want
the file to be stored. Navigate to "documents and
settings"\<user>\my documents\"
In an older system, such as Win98/WinMe, this is in the main
folder structure (C:\My Documents). To Transfer to Floppy,
simply reverse the order.

Does the new computer have a floppy disk drive too? If yes, take the floppy
disk with the copied file to the new computer. Insert the disk in the
floppy drive. Open Windows Explorer and click on the icon for the A: drive.
You should see your file in the right hand portion of Explorer. Drag and
drop the file to a location on your new computer.
NOTE: If new computer does not have a floppy disk drive, there are other
options for getting that file transferred : email it to yourself, use other
media for the copying, transfer across a network, upload to web space and
then download -- to name just a few.

Go to the File you want to copy to a Floppy; right click it/select "Send
to"/select "3 1/2 Floppy (A)/ you should then see "put a disc in Drive A".
