Word is busy or cannot be found error

Outlook 2002, using Word as Email editor.
Suddenly I get this error message:
This form need Word. Word is either busy or cannot be found. The Outlook
editor will be used instead.

Word is NOT busy, and it's definitely on my machine! How has this suddenly
happened, and how do I correct it?
 
In Tools > Options > Mail Format, is the box checked for Use Microsoft Word
to edit e-mail messages.

Have you checked Task Manager to be CERTAIN that Word isn't busy (i.e.,
didn't close properly and still has the application or related processes
open)?

Then make sure you're up to date on hotfixes, patches, and service packs.

You could try reinstalling both Outlook and Word in "repair" mode.

If none of this works, I'd need the precise, exact word-for-word error
message with any numbers or anything else it does or says.
 
The Tools-Options-Mail format "Use Word as Email editor" box is checked. In
Taskmanager Winword.exe is NOT running.
I click on "New Mail" and this is the EXACT message:
"This form requires Word as your email editor, but word is either busy or
cannot be found. The form will be opened in the Outlook Editor instead"

using taskmanager after that, Winword.exe IS running. Strange.
