Does anyone know of any software that will analyze a text and
calculate the relative frequencies of all of the words?

This will do what you want:

Doc Stats 3.4, free for personal and commercial use under the terms of the
GNU General Public License.

"Doc Stats scans text, html and rtf files to determine the exact number of
words, sentences, syllables, characters, characters per word, and syllables
per word. Limited word frequency analysis is also performed.
