word 97 task bar problem

I've open a picture and want to use the "free rotate", but it want highlight. I've tried saving the picture as a .doc, but, I cant' get the free rotate to activate. Any ideas? thank
 
Did Word 97 have free rotation? If it did it will only work if the image is
floating and not in-line.
