Where is the developer tab in Word 7? I'm working on forms and looking for
the new Legacy form group.

Go to Office button > Word Options > Popular and check the option to show
the Developer tab.

PS: Formally it's called Word 2007 (version 12.0), and "Word 7.0" referred
to the version number of Word 95. Yes, it's confusing. :(

(That's Word2007, which is actually Word 12.) Go to Office Button >
Word Options > Popular and check "Show Developer Tab."
 
Assuming you're referring to Word 2007 and not Word 7 (which is Word for
Windows 95), you must go to Office Button | Word Options | Popular and check
the box for "Show the Developer tab on the Ribbon."

Even when you get your Developer tab displayed as the others have
indicated, locating "Legacy Tools" is not that straightforward. The
"Legacy Tools" is a ribbon gallery located in the "Controls" Group
(bottom right before the separator). The gallery contains "Legacy
Form" controls (most of them) and ActiveX controls.

If this is something that you use frequently you may find the
following template Add-In useful:
