Word 2007: Create form fields with wrapping, underlined paragraphs

I have a form I want to create that we need to be able to fill out
electronically as well as printed to be filled out. I want a paragraph field
that is several lines long, underlined. The only way I can do this so far is
to use a table with borders under each cell, but then it doesn't wrap to the
next line, you have to tab or move the cursor. Please help! I have been
stuck on this for a couple hours.
 
The only other possibility is to use a text box with no border and filled
with underline characters, placed behind the table cell, but it is a bit
fiddly to get right.

AWESOME! You're right, it is a little fiddly but I can make it work. Thank
you so much- I would have never thought of that and no one I asked (and there
has been a lot of people trying to help me with this) has been able to come
up with one idea.

But if you're going to use a text box Behind Text, it would be a lot easier
to fill it with a table or paragraphs with bottom borders or even underlined
tabs (with tab stop at the right margin).
