Word 2002 - Read-Only problem

I have a small network and am having some problems with
Word. If I understand right, when a shared document (i.e.
on the server) is being viewed/edited by a user, Word
creates a small hidden temp file in the same folder that
(1) notifies any other computer trying to access that
document that someone already has it open, and (2) only
lets the second user open a Read-Only version of the
document. This prevents any work from being lost by the
second user saving over what the first user was working
on. What is supposed to happen, is that temp file is
automatically deleted when the first user closes the
document, which allows anyone else to open the full
version to edit, etc. However, on ONE of the machines I
have, right now those temp files are not automatically
being deleted. So once ANY Word document is opened by
that computer, even after that document is closed, then no
one can access it (not even the user on the "infected"
computer). So the temp files must be manually deleted (a
pain). But even that doesn't work 100% of the
time...occasionally I get a message saying I can't delete
the temp file, and to close all programs and documents and
try again (even though there aren't any programs are
open). Comments will be appreciated.

Is it possible that the user doesn't have delete permission in the given
folder?
