Word 2002, display only first line toggle not working

Toggle to display only first line of body text not working. I'd
appreciate help to understand why not. I'm using Word 2002. When in
View/Outline neither clicking the Toggle on the Outline tool bar nor
Alt+Shift+L doesn't do anything. When I do Alt+Shift+A to Expand/
collapse all text or headings that works.
