Won't store temporary internet files.. why?

My computer is pretty much in working order, etc, but the
only problem I have noticed in the past is that my
Internet Explorer will NOT store temporary internet files -
I've checked the hard drive to see what's in the file,
and it's empty! I've tried everything in the settings,
even changing the time pages are stored to 999 days and
everything. I've tried virtually everything, but I am
suspecting that a hacker somehow gave me a virus - I have
had many hackers attempt to access my computer in the past
and even uninstalled things such as my modem, etc. (thank
God for my firwall - you should see what ports they try to
access).

I need help on how to get my computer to finally store the
pages I visit. I used to be on ethernet so it didn't
bother me all that much, but since I've moved and have to
rely on a dialup, it SUCKS! I need help on how to get this
working.

Any ideas from anyone?
