Won't startup

Hello, when i turn on my computer, everything starts un
normally untill it gets to the Windows (H.E., SP1) user
logon screen . When it gets there the backround picture is
all messed up (like its being viewed in 6bit colour) and
no user names or pictures appear, and the 'turn off
computer' icon doesn't come up either. All I can do is
move the mouse, but there is nothing click on. I have
tried starting up in safe mode, debugging and all the
others that appear when you press F5 at the start up. I
have absolutly no clue what is causing this, or how to fix
it so any help would be really great!!

P4 1.5ghz
256 MB ram
Gforce 2 64MB
 
Will the computer start in safe mode (press F8)? If so does it have the same
problem? You say you tried safe mode, but didn't say exactly what happens.
 
sounds like a corrupted operating system. Run a repair off
the operasting disc
