Won't shut down

Hello,

Whenever I try to shut down my computer it restarts automatically. I tried
unchecking the checkbox for auto restart in the "Startup and Recovery" window
but that didn't make any difference. I tried changing the value for
"PowerOffActive" from 0 to 1 and back but that didn't help. I don't know what
else to try. Can someone help?

I have XP Pro with a 2.4 Ghz and 2 Gigs of RAM.

Does the power actually turn off and then back on?
If so maybe the BIOS has some "wake-on" setting that is restarting the
PC after it stops. Like a wake-on LAN startup?!!! Just a thought.
