wont restore

even though my system shows restore points when I try it
seems like it is going through the procwss, but then I
get A mesage telling me that it cannot restore that
point,I know something is slowing my system up it almost
sems like its locked up ,but after a few minutes
everything springs to like and it remembers every click
you made when it was locked up how do I see what programs
are running at any one time,
