Won't restart or shutdown when prompted

My windows xp will not shut down or restart when prompted. When i ask it to the small window pops up and asks to switch user, restart, or shut down. When I ask it to restart or shut down nothing happens. When I ask to log off or switch user it does. It goes to the blue screen as when starting up, and I can shut down from there.
