Won't Resart of Shutdown

Using Windows XP Home -
When I select Start - Turn Off Computer - restart or Turn
off - nothing happens. I have to manually turn of the
machine or reboot it.
What's going on?

To Shut down, try: ctrl-alt-del, go to shutdown, and
choose "hibernate".
