Won't disconnect

my ie6 won't disconnect when I close it. I can't even
disconnect by right-clicking the dialup icon on taskbar
and clicking 'disconnect'. The only way I've been able to
disconnect is by rebooting. This was also happening with
ie5 previously. what to do?
