W'oh! That's nifty! How do I implement that?!?

I'm setting up a GUI in C# of VS .net 2003 and I would like to
implement something similiar to that pop-out/pin window that is on the
right of the Visual Studio .NET 2003 developer environment. First
off, what is the correct term for that nifty feature? Secondly, how
do I go about implementing one myself?
