WMV to MPEG-2 converter without loss of quality

I have downloaded about 4 different encoders from WMV to
MPEG-2 and some just error out and other produced poor
quality. I am taking the output and burning a SVCD with
Nero burn. If there is anything out there for under $70
that can make quality SVCDs from the MM2 it would be very
helpful. Thanks in advance.
