having problems with WMI and cannot find out how to re-
enable it without a shutdown...any ideas

Without more details, all I can suggest is:

C:\>Net Stop "Windows Management Instrumentation"
The Windows Management Instrumentation service is stopping.
The Windows Management Instrumentation service was stopped successfully.

C:\>Net Start "Windows Management Instrumentation"
The Windows Management Instrumentation service is starting.
The Windows Management Instrumentation service was started successfully.
