WMI on a 2003 Server (DC)

Yea I know this is 2000, but I can't find a 2003 discussion group

When I go into WMI properties on my W2K3 Server I get "Failed to initialize all required WMI classes
For Win32_Processor: WMI: Access Denie
for Win32_OperatingSystem: WMI: Access Denie

This is a new Dell that I am just bringing on line, encountered the problems during Installation of Exchange03 in 5.5 compatability mode
Install Failed with ID No 80041013 "An error occured during a call to WMI
Ran DCPROMO and demoted machine, WMI works fine, ran DCPROMO again to re-install AD WMI fails with the same error???
 
Hi Steve,

Please check the "Impersonate a client after Authentication" policy to see
if the Service and Local Service are present. If not, please add the "Local
Service" and "Service" accounts and reboot the machine.

(Local Computer Policy -> Computer Configuration -> Windows Settings ->
Security Settings -> Local Policies -> User Rights Assignment)
