WMI missing and click and drag won't work

Just recently I've noticed I can't click and drag files, icons, anything.
When I went to System Info, I got a message that said Windows Management
Instrument software is moved or missing. Are there certain files I can open
from the cab files and copy to windows, or must I reinstall windows?

WMI Issues:
Pop your XP CD into the drive, don't install anything... Just close that
stuff out.

Start
Run
Copy and paste this:

rundll32.exe setupapi,InstallHinfSection WBEM 132 %windir%\inf\wbemoc.inf

Press Enter or click Okay and wait.

That's all I have in my clipboard but a search for "reinstall wmi" should
get you started if that doesn't work.
