if i create a domain aec.ac.in ,but i am not yet registered
it,in any ISP ,is it not possible to create additional
domain controll?

Not sure that has anything to do with it. I mean, I
build test labs all the time with no outside connectivity
at all. The five machines are simply plugged into a nice
little cheap Netgear 5-port Switch. No problems.

However, I think that source of your problem could very
well be with the fact that you do not have a properly
configured *INTERNAL* DNS Server. Typically when you run
DCPROMO you are asked about DNS. You can either
configure it on that particular machine or not. Assuming
that you did install and configure DNS on that machine,
take a look inside the DNS MMC and make sure that you
have a FLZ ( Forward Lookup Zone ) and make sure that it
has the four subfolders ( _msdcs, _sites, _tcp and _udp ).

Try installing the Support Tools ( located in two places:
on the WIN2000 Server CD in the Support | Tools folder or
on the WIN2000 Service Pack CD in the Support | Tools
folder. Then run both a netdiag /fix as well as a
dcdiag /v from a command prompt.

Also, make sure that the second computer that you are
trying to DCPROMO does indeed have the proper DNS
information in the TCP/IP configuration ( aka the IP
Address of the existing DC - not and IP Addresses of your
ISP! ). I have read in here that this second computer
does not need to be a member of the domain ( meaning: it
can still be in a workgroup ) before you dcpromo it but I
do not believe that to be accurate. I mean, think about
how this is done! Make sure that you join this second
computer to the domain first and then try to run DCPROMO.
