Is there a wishlist for c# (or .Net) where we could
suggest changes or improvements ?
Mine is to have access to SmallChange property of Panel
scrollbars as well as access to theirs Scroll event.

Not, but you could post your suggestion here and hope that a MSFT
support engineer picks it up and forwards it to the right people, or
you can submit it at http://www.microsoft.com/mswish/

Not really a C# issue. You might want to post it to the
microsoft.public.dotnet.framework.windowsforms group.
