Does wireless encryption typically slow down a wireless connection? I
could swear my connection is much slower since I enabled encryption.

Also, is it typically my CPU or the wireless card that does the
encrypting?

Encryption does not slow down a WiFi connection.

The CPU does the encryption. The wireless card passes packets back and forth and does not care if they are encrypted or not.

Some of the silicon used for wireless, has documentation. This part,
for example, has a WEP module in silicon, and can encrypt and
decrypt in the wireless silicon. So it is possible for the
encryption to be done on your wireless card, and not by the
processor. Maybe there is some other reason it runs slower.
