Preface: I'm not sure if this is hardware or software related.

The card is able to see wireless networks, but it never gets an IP address.
When I try to choose "Repair" from the context menu it says, "Error, TCP/IP
is not enabled on this connection." Any ideas? Thanks.

So is TCP/IP bound to the NIC or not?
Failing any other info I'd try removing all networking
entries from Device Manager, making sure Network Connections
is empty and rebooting, reinstalling/settting it up.

Do you have TCP/IP protocol installed to your system?

Disable WEP and use an Open (not Shared) key setting... (Not sure of the
exact terms, not in front of a wireless machine)

Sounds like an authentication problem between you and the WAP.
