WinXP System Tray Rollover Information is Obscured

Has this problem already been identified? Basically,
when the mouse is rolled over the icons in the system
tray, a small note pops up displaying (sometimes useful)
information. However, the bottom part of the notes on my
computer are frequently obscured by the taskbar itself,
and cannot be read.

Yes, there is no fix. MS regards bugs like this as unimportant and I bugged this one in the ME beta and XP beta but they deny it happens.
