winxp system restore locked

Dear All,

I have following problem with winxp pro :

1. Find windows XP "system restore" is locked or disabled by workgroup and
can not lock or enable.

2. some commands is missing, including gpedit, msconfig. How to
re-install those command ?

Your kind advise is highly appreciated.

original thread and answer the questions that I asked you. If you can't
