Should you establish the LAN first or your common internet connection?

I'm having a nightmare and wonder if there is a preferencial sequence.

Do yourself a bit favor and go buy a DSL/Cable Router. I suggest the
Netgear FR114P, but dlink, linksys, and other make good one too.

It's not that ICS isn't any good it's just less hassle to set up the router
and you don't have to have one PC on all the time for your other PCs to
connect to the internet.

Your setup would be something like this:

Internet ---------> Modem ---------> Router ----------> LAN (PCs)
