WinXP-Pro & WinFirewall

I keep getting a balloon warning that the firewall is not on despite
that I set it on, I have to resett it everytime I boot-up, any ideas as
how to fix this annoying problem???

Control Panel>Security Center - in the left hand pane click on 'Change the
way Security Center alerts me'.
