WinXP Pro + SP2 + "Page cannot be displayed"

My Internet Explorer (Version 6) with WinXP Pro and SP2 installed is
displaying the following message: "Page cannot be displayed". I have Norton
Internet Security and I noticed that when NIS is disabled, I do not get such
message. Only when NIS is enabled I get such message. I've tried several
steps listed on this newsgroup but all of them have failed. Any help is
greatly appreciated. By the way, NIS = Norton Internet Security.

Don,

Thank you very much. Most likely my problem was related to the application
rules for after I followed such instructions, I was able to connect to the
internet once again. Once again, thank you.
