Is there anyway for the popup blocker to be disabled for every user that logs
ons? Can it be done locally? Thanks
 
If you're referring to SP2 pop-up blocker, yes. To apply the change for new users, customize the default user profile:

You can also change the registry. To make the change for all new users that
log on load the default users hive & add the following:

\Software\Microsoft\Internet Explorer\New Windows]
"PopupMgr"="no"
