WinXP Notification area not behaving

On some of my Win XP PCs I'm having a hard time keeping the
Notification area of the system tray the way I want it. I'll set things
to ALWAYS HIDE, but the next day, there they are. I keep editing it,
but it never sticks. Is there a way to set this up once and set it so
that it cannot be changed? I want only the Volume and Network icons
there, but I get Quicktime, Yahoo Messenger, and in some cases Norton
Anti-Virus, and a few others. Sometimes the quick launch areas have the
same problem too, I only want the shwo desktop icon, but others keep
showing up no matter how manytimes I edit it. Why does it even give you
the option to edit it, if it just has a mind of it's own anyway?

You may need to check one more box. Right-click the Start button, then
click Properties, then the Taskbar tab. The bottom line here has a box to
Hide inactive icons, in addition to the Customize... button which lets you
change settings for individual icons. Also, many programs have their own
icon settings internally; you may have to run the programs to change those
settings. You might even have to uninstall and reinstall some programs,
which offer the icon options only during their setup process.

I don't understand why the Quick Launch toolbar doesn't stay the way you set
it. These are not information icons, like those in the Notification area,
but icons for Shortcuts. You should be able to add or delete these
shortcuts by dragging and dropping them, or by right-clicking and deleting
them. Be sure you don't have Lock the taskbar checked. Here again, SOME
programs ask during their Setup process whether you want to put their
shortcut on the Quick Launch toolbar, but most don't.

HOW do you "edit" the Quick Launch toolbar? Which shortcuts keep coming
back?
