When I click on START, the balloon from ALL Programs stating that I
have new programs installed keeps poping up even though I have not
installed anything new. Is there a way to remedy this without
disabling all pop-up balloons?

Are you sure you haven't installed any new programs recently? If neither you
nor anyone else who has access to your computer installed any software, it
might have been installed by spyware.

Right click on the start menu button and click
properties, then the customize button, then the advanced
tab, then uncheck highlight newly installed programs. Now
the balloon you are getting will never appear, but the
newly installed programs will not apear either. If you
still want this feature active, just apply the changes
and then reverse the changes and apply again. This should
remove the balloon from poping up until a new program is
installed. I hope this helps.
