WinXP ICS & APIPA

I recently switched a WIN98 home host computer to a WinXP. The Win98 computer always worked fine with ICS connected to a cable modem and my home network. The new WInXP host connected fine to the internet when first installed, but I couldn't get it to assign the normal 192.168.0.x address to the other computers - it was always a 169.254.x.y address which didn't allow internet connections. The auto-config wizard even assigned invalid TCP/IP address of 0.0.0 to the host home network connection. I manually assigned the standard numbers to the host home connection and the other clients. The home network is OK - I can share files and see the other computers. The internet connection on the host computer also works fine. I even edited the Registry to remove APIPA, but it still wouldn't assign working addresses to any of the computers. With my current setup, ICS doesn't work. I've read messages about viruses, spyware, firewalls, etc. But my computer is a new connection which did this right from the start. Any advise would be appreciated. I'm almost ready to format the harddrive and reinstall everything from the restore CD.
 
Did you remove ICS from the WIN98 computer? If ICS detects anouther DHCP
server on the network it will disable it's internal DHCP server.

Are you sure ICS is installed correctly on the XP box? If you run ipconfig
from a command line you should see that one of you Network adapters has an
IP address of 192.168.0.1 if ICS is installed correctly.

The Win98 computer was no longer on the network - just the new Win XP host and a Win XP notebook clent. The host had ICS installed, but then it assigned a TCP/IP of 0.0.0 to the second network card in the host (connected to the hub for the home network) and then assigned the APIPA address 169.254.x.y to the notebook client which couldn't get an internet connection. The only way to get the 192.168.0.x address assigned was to do it manually, but the Internet Connection on the client still doesn't work even with the correct address manually entered.
