No, it's just the graph's default setting, and in both cases it defaults
to one graph for all. So, if the menu offers you the choice of "One graph
per CPU" then XP is using both cores just fine. If that setting is not
offered then XP is running in single-core mode, and the fix is more
complicated [it could mean a bios update, and it will mean a Repair
Install of XP].
