WinXP Help Function not operating

Folks -

I've recently discovered that my WinXP's Help Function is not working.

When one clicks start, help and support, the hard drive hits a couple of
times, and then nothing. Computer's fine (does not lock up), but the Help
Funcion doesn't operate whatsoever. Several searches in the MS Knowledge
Base haven't produced anything similiar for me to go on.

All critical updates (Service Packs, etc.) have been successfully installed
via Windows Update.

As an Anti-Viril Program, I'm running Norton 2003.

Additionally, I seem to have a particular event that's showing up in the
Application portion of the Event Viewer's logs:

"File change scope notifications for scope d:\ are not enabled because of
error 0xC000003A. This scope will be periodically scanned."

I'm unsure if this is related or not. The MS Web Link also does not work
when clicked.

Any advice would be greatly appreciated.
