WinXP Floppy Problem

I recently upgraded to WindowsXP Pro from Windows 2000 Pro.
When I try to read a floppy disk, I get a message saying the disk
needs formatting, and do I want to format it now. The same 1.44 disk
works fine on my other machines. If I try to format a new disk, it
won't let me. The information in the box for disk capacity, label etc
is blank, and won't accept any entrys into them.
I've seen this sort of problem posted before on this group, without
any clean answers. Has anyone anywhere determined what this is about
and if there's a workaround for it.

I did a clean install on the machine, reinstalled all software and
hardware as it had been under W2K.
The floppy drive is a Mitsumi external USB device on the WinXP HCL.
The drive is recognized in the device manager and "...is working
properly" Attached to another machine running W2K, it works as it
should.
