WinXP Device Installation wizard locked up

I am having a problem installing programs because my WinXP erroneously thinks
that I am currently installing a device, which I am not. When I go to the
add new hardware wizard in control panel, it errors out with a popup windows
titled : "Cannot run two device installations", and says "You can only
install one device at a time. Another device installation is underway. When
it is completed you can try this wizard again". I am not installing any
hardware, and device manager does not show any hardware as not working
correctly. Is there any way to clear out locked up installation procedures,
or is there anything I can do to reset this so it will work correctly.

Disconnect all peripheral components such as printers, scanners, cameras,
especially USB devices. Only have your mouse and keyboard connected. Reboot.
Install your programs and then reconnect your peripherals.

Unfortunately, I have tried that with no luck. Also, any time I plug in a
device, plug and play will not work when trying to install the device. and I
need to go to Device Manager find the device, which will have the big yellow
? on it, and manually update the driver, which then works. Any thoughts on
what this could be, is it related to the plug and play feature, or are they
separate issues?
