winXP boot disk for NTFS filesystem ?

Will someone please tell me how to create a Windows XP
boot disk for NTFS filesystem so I can access my NTFS
harddrive and delete a virus file to clean my system
%systemroot%\system32\winlogin.exe
( this winlogin file is a virus and backdoor program )
within Windows i am unable to delete this file, i am also
unable to delete this file in safe mode, or not even able
to delete this file from the command prompt within safe
mode or normal mode, with a FAT32 filesystem i could
easily use a boot disk and boot to the MS-DOS and just
type: del winlogin.exe
then remove registry and startup commands for it then im
done.

i have even tried to edit my registry and remove the
commands in there first, but i will remove it, and within
5 seconds it would come back on its own, the ONLY way i
can delete this would be from a PURE DOS environment
because the program would not be running, also not even
the most advanced virus scanners can remove this yet, it
must be done manually, the only other way i can think of
would be to somehow find the client program for that
server file and remove from there.

SOMEONE PLEASE TELL ME HOW TO MAKE AN NTFS BOOT DISK SO I
CAN ACCESS MY HARDDRIVE FROM A DOS ENVIRNMENT

Have you tried booting into safe mode and making the repairs from there?
