If your ISP (cable) suggests you are getting a Winsock
error and DELL suggests you delete your hard drive and
re-install WINDOWS 2000, I think there should be an easier
route to a solution. Aren't there other (simpler)
things that can be done first? We are just getting the
error when trying to connect to the internet since last
Sunday.
Nothing new has been downloaded or installed. Our Norton
antivirus is up-to-date.

What specifically is this error? There are a number of steps you should be
able to take before reinstalling Windows. What's the result of an IPCONFIG?
